abstract = {Artificial Intelligence (AI) is emerging as a transformative technology in the digital governance landscape, offering significant opportunities to improve the efficiency, transparency, responsiveness, and inclusiveness of local governance in India. Local governments, including Municipalities, Municipal Corporations, and Panchayati Raj Institutions, are increasingly adopting digital platforms for public service delivery, citizen engagement, administrative decision-making, and resource management.
The integration of AI can further strengthen these initiatives through intelligent data analysis, predictive analytics, automated service delivery, chatbots, grievance redressal systems, fraud detection, and data-driven policy formulation.
This article examines the opportunities and challenges associated with AI-enabled digital transformation of local governance in India. It explores how AI can enhance public service delivery, improve municipal and rural administration, support smart resource allocation, strengthen citizen participation, and enable evidence-based decision-making. At the same time, the study highlights critical challenges including data privacy and security, algorithmic bias, inadequate digital infrastructure, limited technical capacity, financial constraints, interoperability issues, digital exclusion, and ethical concerns. The article argues that successful AI adoption in local governance requires a citizen-centric and responsible approach supported by robust digital infrastructure, skilled human resources, appropriate regulatory frameworks, data governance mechanisms, and institutional capacity building.
The study concludes that AI can become a powerful instrument for strengthening grassroots governance in India when technological innovation is combined with transparency, accountability, inclusiveness, and human oversight.},
