In open market companies in general to get a government projects companies will go for bidding process. In this bidding process, management at high level will play a major role in securing the bid value. Bid value should be secured by officials by using secure scheme at multiple levels, so that at any level without knowledge of others at different levels should not reveal the bid value. In this paper to achieve this a new Multi-level Security scheme is proposed using DES and RSA where the keys will be shared between officials, and no individual official cannot open a bid without the knowledge of others.},
