  • Small and mid-sized enterprises (SMEs) operate with limited budgets, legacy applications, and technology capability gaps. This paper presents a CTO leadership framework combining AI-driven analytics, microservices, cloud-native modernization, and DevOps practices. Two real-world implementations validate the framework: an AI-driven patrol optimization system using LSTM forecasting, reinforcement learning, and anomaly detection; and a healthcare modernization initiative for GMG Sante, France. The proposed model helps SMEs improve delivery performance, predictive intelligence, scalability, and operational efficiency.
