A Comprehensive Study on the Adoption, Implementation, Challenges, and Impact of Digital Census Systems in India

  • The national census system digitalization can be described as a paradigmatization of the architecture of data governance by the state, especially in the developing economy of India. This paper specifically reviews the theoretical and practical aspects of the implementation of the digital census system with specific reference to the process of implementation of the completely digital Census 2027 in India. Using the theoretical framework of the e-governance theory, digital transformation, and information systems adoption theories as the study background, one can examine the structural, technological, and institutional determinants of implementation.The study reports major identifiable determinants organized as technological preparedness, institutional preparedness, inclusion of citizens and data governance structures. It also assesses issues such as digital exclusion, cybersecurity vulnerabilities, and socio-technical resistance. The article contends that although digital census systems improve the efficiency and accuracy of administration and responsiveness to policies, their success will depend on inclusive digital infrastructure and strong regulatory systems. The research is adding to an academic discussion of digital statecraft and data-driven governance in new economies.
