        abstract = {This paper undertakes a critical examination of maritime security threat, maritime safety and insecurity in Nigerian maritime Domain. The security of the maritime domain has been a major concern and Nigeria’s vulnerability to security threats and other transnational maritime crime has increased significantly. This paper critically examines the role of the Nigerian Navy in maritime security. The paper; using the doctrinal research methodology, examines the operational capabilities of the Nigerian Navy, policing roles of the Nigerian Navy, the impact and effectiveness of the Nigerian Navy, challenges and operational difficulties. It also considered the weak enforcement of rules, resource constraints, corruption, logistics, technological weakness and faulty recruitment process into the Nigerian Navy. The paper proposes legal and policy frameworks, institutional measures and reforms, capable of strengthening and fortifying the Nigerian Navy. The paper concludes with the averment that a secure maritime domain is not merely a defence imperative but that there is need for legal harmonization, institutional capacity structure, investment in maritime surveillance, coastal community engagement to balance the role of the Nigerian Navy for safeguarding Nigeria’s waters and unlocking the full potential of the maritime Blue Economy.},
