  • Urban governance in India has undergone significant transformation in response to rapid urbanization, demographic shifts, and increasing demands for inclusive and sustainable development. This paper examines the evolving framework of urban governance and public policy in India, with focus on institutional structures, decentralization, and policy implementation at the city level. Drawing on key legislative initiatives such as the 74th Constitutional Amendment Act, Smart Cities Mission, and AMRUT, the study analyzes the extent to which governance reforms have strengthened local self-government and improved service delivery. The paper also explores persistent challenges including fragmented institutional responsibilities, limited fiscal autonomy of Urban Local Bodies (ULBs), capacity constraints, and uneven citizen participation.
