abstract = {The planning and design of government residential housing play a significant role in providing safe, organized, functional, and sustainable living environments for employees working in public sector industries and institutions. Residential colonies developed for government employees are not merely housing structures but integrated communities designed to improve employee welfare, work efficiency, security, social interaction, and quality of life. The present study focuses on the planning and design of a government residential project developed within the premises of Bhusawal Thermal Power Station (BTPC), Deepnagar under Maharashtra State Power Generation Company Limited (MAHAGENCO). The project is intended to provide institutional residential accommodation for employees working in the thermal power station. The development consists of nine residential buildings constructed on a total site area of approximately 18,225 square meters. The project includes three categories of staff quarters namely SM Type, DM Type, and CM/EM Type quarters designed according to the hierarchy and accommodation standards of different categories of employees. The proposed residential project contains a total of 216 flats distributed among nine buildings with 24 flats in each building. The total proposed built-up area is approximately 3,83,000 square feet with a proposed Floor Space Index (FSI) of approximately 3.23. The internal circulation system consists of 5-meter-wide main roads and 4.5-meter-wide sub roads, ensuring efficient vehicular and pedestrian movement throughout the residential colony. The study examines architectural planning, site planning, building bylaws, infrastructure planning, structural systems, residential zoning, circulation patterns, utility services, and environmental considerations involved in large-scale government housing projects. The planning process focuses on providing adequate ventilation, natural lighting, open spaces, structural safety, sanitation, accessibility, and community interaction while maintaining efficient land utilization. The report also highlights the importance of building bylaws and development control regulations in governing residential construction. Government housing projects follow standards prescribed by the National Building Code (NBC), Maharashtra Regional and Town Planning norms, fire safety regulations, structural safety standards, and public health engineering principles. A live case study was conducted between the months of November 2025 and February 2026 to understand the practical aspects of residential project planning, execution, supervision, structural design, and construction management. The study includes analysis of foundation systems, column layouts, beam-slab arrangements, reinforcement detailing, road networks, drainage systems, water supply infrastructure, and quality control practices followed at the site.
The project demonstrates the importance of integrated planning in institutional residential developments. Properly planned government staff quarters contribute to employee welfare, reduced travel time, improved operational efficiency, and better social infrastructure.
