The relationship among various components of national health systems, which to an excellent extent determines the health service system, is discussed. The importance and implications of the 1977 World Health Assembly resolution “Health-For-All” and therefore the 1978 Declaration of the International Conference on Primary Health Care in Alma Ata for national health systems development placed special emphasis on primary health care and stressed family health services.
