Abstract:
Efficient cost and time management is critical to construction project success, especially in a sector known for its complexity and risk. This paper investigates the role of project managers (PMs) in ensuring timely delivery and budget adherence through effective planning, resource allocation, and the adoption of digital tools such as Building Information Modelling (BIM) and Earned Value Management (EVM). Drawing upon literature, field data, and analysis of real-world project scenarios, the study reveals how project managers influence success criteria across the iron triangle—time, cost, and quality. The findings indicate that skilled project managers employing structured methodologies can significantly reduce cost overruns and delays while enhancing stakeholder satisfaction and project quality. The paper also proposes recommendations for strengthening PM competencies in developing countries.
