Therefore, in this paper an effort is made to identify some of the lacunas, which are not contributing to the extent possible, which they could have. The paper based on the secondary data analysis reveals that strentheing the agriculture sector by providing irrigation facilities can go a long way in enhancing the contribution of the agriculture sector from the present 15 per cent to 25 per cent of the budget.
